AI Contract Overview
The contract involves the procurement of a SWITCH, PUSH component with NSN 5930015363060, under solicitation SPE7M8-26-T-5716, with a delivery requirement of 360 days and FOB origin terms. Five units are required, subject to zero variance in quantity, and inspection and acceptance occur at the contractor’s origin. A separate first article test (FAT) line item is included for one unit, with no separate pricing expected and no award issued if the FAT requirement is waived. All technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, which supersede other standards such as ASTM D3951. Sampling must adhere to MIL-STD-1916, ASQ H1331 Table 1, or an equivalent zero-based plan, with attributes assigned to verification levels VII, IV, II or AQLs of 0.1, 1.0, 4.0 based on criticality. Mercury and mercury-containing compounds are strictly prohibited unless used in functional applications such as batteries, fluorescent lamps, instruments, sensors, controls, weapon systems, or NAVSEA-specified reagents, and portable mercury-containing devices must be shock-proof with a secondary containment boundary per NAVSEA 5100-003D. Packaging must comply with TQ Requirement IP025 for hazardous materials or ASTM D3951 for non-hazardous materials, but DLA requirements take precedence. All packaging must be marked and labeled per MIL-STD-129, including unit of issue and quantity per unit pack, and palletization must follow RP001. Government identification must be removed from non-accepted supplies. The contract incorporates numerous FAR and DFARS clauses addressing equal opportunity, human trafficking, employment eligibility, hazardous materials, cybersecurity, inspection, default, subcontracting, payment, and data security, with multiple deviations noted. Contractors must use WAWF for electronic invoicing and receiving reports, and are required to provide UEI and CAGE codes, along with socioeconomic certifications such as HUBZone, WOSB, or SDVOSB status. The solicitation mandates electronic submission via DIBBS by August 17, 2026, and prohibits additive manufacturing unless explicitly authorized. The contracting officer must insert the contract type and other administration details in the award document.
