The contract pertains to the procurement of three switching units for power transfer, identified by NSN 6110-01-493-3386, under solicitation SPE7M1-26-T-227M, with a total small business set-aside classification. Delivery is required within 168 days of award, and the place of performance is specified as New Cumberland, Pennsylvania, with Michael Reese of the Department of Defense’s Maritime Supply Chain as the primary point of contact. All supplies must comply with DLA packaging requirements and technical and quality standards referenced in the DLA Master List of Technical and Quality Requirements, with applicable revisions controlled by the solicitation issue date or subsequent amendment. Configuration changes require formal engineering change proposals or variance requests, and government identification must be removed from non-accepted supplies per specified protocols. Sampling procedures must adhere to MIL-STD-1916 or ASQ H1331, Table 1, or an equivalent zero-based sampling plan, with critical, major, and minor attributes assigned verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively; unspecified attributes are considered major unless otherwise defined. Zero non-conformances are required for acceptance unless contract terms specify otherwise, and manufacturers may choose attribute or variable inspection methods under MIL-STD-1916. Mercury and mercury-containing compounds are strictly prohibited in direct contact with hardware unless functionally essential in batteries, fluorescent lights, specified instruments, weapon systems, or NAVSEA-recommended reagents. Portable fluorescent lamps and instruments containing mercury must be shock-proof and feature a secondary containment boundary compliant with NAVSEA 5100-003D. The supplier, ASCO Power Technologies LP, is obligated to meet all technical, quality, and environmental requirements outlined in the contract.
