NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.
This announcement constitutes the only notice that will be published.
The Federal Bureau of Investigation (FBI) intends to award a sole‑source, firm‑fixed‑price contract to Syft Technologies Inc., 1525 Park Center Dr., Suite 100, Orlando, FL 32835, for the procurement of a Selected Ion Flow Tube Mass Spectrometry (SIFT‑MS) system.
The anticipated award is being made under the authority of FAR 13.106‑1(b)(1)(i), which permits soliciting from a single source when the contracting officer determines that only
The Government requires the acquisition of a SIFT‑MS analytical instrument capable of real‑time, direct‑injection mass spectrometric analysis of volatile organic compounds (VOCs), semi‑volatile compounds, and trace‑level contaminants without sample preparation. The system must provide:
- Real‑time quantification of compounds at parts‑per‑trillion levels
- Direct, reagent‑ion chemistry–based analysis
- Automated, high‑throughput sample handling
- Integrated software for continuous monitoring and data reporting
Syft Technologies Inc. is the sole manufacturer and exclusive provider of SIFT‑MS instruments and associated proprietary technologies, including reagent‑ion chemistry, instrument control software, and consumables required for system operation. No other known vendor can supply a fully compatible or functionally equivalent SIFT‑MS platform.
The SIFT‑MS technology is proprietary to Syft Technologies Inc. The required system, software, and consumables are not available from any other source. Market research conducted by the Government indicates that Syft Technologies is the only responsible source capable of meeting the Government’s minimum technical requirements.
This notice is not a request for competitive proposals. However, any responsible source that believes it can meet the requirements may submit a capability statement to Contracting Officer Adelle Bolton at albolton@fbi.gov. Responses must be received no later than 5:00 PM ET on May 22, 2026, and must clearly show the firm’s ability to provide an equivalent system without compromising compatibility, performance, or proprietary technology requirements. Justification is available upon request.
No phone inquiries will be accepted. Responses must include clear and convincing evidence that competition would be advantageous to the Government, along with the company’s Unique Entity ID (UEID) and business size classification.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
No reimbursement will be made for any costs incurred in providing capability information.
Vendors must be registered in SAM.gov (effective July 29, 2012) to be eligible for federal contracts. The FBI’s financial system interfaces directly with SAM; therefore, vendors must ensure their SAM registration is current and accurate, including Tax Identification Number (TIN), Electronic Funds Transfer (EFT) details, UEID, addresses, and contact information. EFT banking information in SAM will be used by the FBI to process payments.
