The Naval Surface Warfare Center Panama City Division plans to award a sole source contract to General Dynamics Information Technology (GDIT) Inc. for a 12-month period to provide specialized engineering services. These services encompass product development, test and evaluation, programmatic support, and engineering support specifically for the SEAL Delivery Vehicle (SDV) as well as other Naval Special Warfare-related projects within the Maritime Mission Systems Division. GDIT is uniquely positioned to perform this work due to its current mobilization and possession of highly specialized skills critical for timely support, including fleet overhauls, emergent technology insertions, and emergency repairs, which are essential to maintaining operational readiness. This contract functions as a bridge to the existing Naval Special Warfare Programs support contract and is justified as a sole source award because no other contractor is capable of meeting the stringent requirements within the necessary timeframe without incurring significant costs, schedule delays, and technical risks. The contract aligns with the NAICS code 541330 and falls under the product service code R425. The designated point of contact for this procurement is Gloria Caldwell, a Contract Specialist with the Naval Surface Warfare Center. The contract will be performed in Panama City, Florida.

Full Description

The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source contract to General Dynamics Information Technology (GDIT) Inc. for 12 months of engineering services. GDIT will provide services for product development, test and evaluation, programmatic support, and engineering support services. Specific projects to be supported include the SEAL Delivery Vehicle (SDV) and other NSW or NSW-related projects arising in the Maritime Mission Systems Division within the duration of this contract. This effort is unsuitable for full and open competition for the following reasons: GDIT is the only contractor that is currently mobilized and capable of providing the highly specialized skills to perform this effort during the potential time frame. The effort entails timely support to SDV fleet overhauls, emergent technology insertions, and emergency repairs to damaged fleet assets. Awarding to another contractor for a bridge effort would put the program at risk due to the difficulty of acquiring the required personnel, facilities and the ability to mobilize in a timely manner to meet the program's requirements. This is a bridge to contract N00178-04-D-4012-HR16 for the Naval Special Warfare Programs support Services. In summary, there are no other possible sources that can satisfy this requirement without significant additional cost, significant schedule risk, and significant technical risk to the Government.
