22 April 2021 - The 354th Contracting Squadron is seeking qualification packages and past performance information from vendors interested in providing professional architect and engineering services at Eielson AFB, AK to design the renovation of the combat alert cell (CAC) (bldg. 1300). BACKGROUND: The combat alert cell (CAC) (bldg. 1300) at Eielson AFB, Alaska is a 25,126 SF facility. The CAC facility (bays 3 &4) is currently used as Fire Station 3, which is critical to providing emergency response capability to the South Loop of the airfield. The facility was not designed to be used as a firehouse, so it does not adequately accommodate their mission. As such it is in need of renovation. The building is sitting on known contaminated areas ST049 and TU077. This is a competitive selection process in which competing offerors qualifications will be evaluated in accordance with (IAW) FAR Subpart 36.6 to determine the most highly qualified firms. The Government intends to award one (1) Firm-Fixed-Price contract. RESPONSES: All responses to this synopsis must be submitted in accordance with Attachment 1 - Instruction to Offerors, Evaluation Factors no later than Monday, 24 May 2021 at 2:00 PM AKST. QUESTIONS: All questions regarding this synopsis must be submitted in writing no later than Monday, 10 May 2021 at 2:00 PM AKST. Primary POC: SSgt Lukas M. Anderson, email contact@example.gov Alternate POC: MSgt Matthew K. Hagan, email contact@example.gov

Central Heat and Power Plant (CHPP) Boiler Maintenance and Repair Services
Solicitation # FA500427
The Department of the Air Force, specifically the 354th Fighter Wing at Eielson Air Force Base, Alaska, is conducting market research through a Sources Sought notice to identify qualified contractors for on-call, critical emergency and scheduled maintenance and repair services for the Central Heat and Power Plant. The scope of work involves six coal-fired high-pressure power boilers, consisting of four Springfield Boiler Co. Model 1951 and two Indeck Keystone Energy Model 2013 units. Due to the extreme sub-arctic conditions at the installation, the requirement emphasizes rapid response, requiring a qualified technician to be physically on-site within 24 hours of notification and a Letter of Recommended Repair submitted within one business day following inspection. To be eligible, contractors must hold an active National Board R Stamp Certificate of Authorization and ensure all welding personnel are certified under ASME Section IX. All repairs must be inspected and accepted by a certified State of Alaska Boiler Inspector, with the contractor responsible for both scheduling and funding these inspections. The contractor must provide all necessary tooling, transportation, and equipment, as the government will provide no furnished property. Additionally, personnel must be vetted through the Defense Biometric Identification System and comply with all base HAZMAT and safety regulations. This is an informational notice to determine market capabilities and procurement strategy, and it does not constitute a formal solicitation.
