AI Contract Overview
The U.S. Air Force is conducting a market research effort through a Request for Information to identify qualified sources capable of repairing the C-5 “C” model aft center cargo doors, specifically the left-hand side (NSN 1560-01-296-6316UC, Part Number 4F69010-101A) and right-hand side (NSN 1560-01-297-9975UC, Part Number 4F69010-102A). These components are critical to cargo loading and unloading operations and are required to remain operational until the aircraft’s planned retirement in 2045. While the technical data package is complete and the Government holds unrestricted rights to the data, the requirement is currently designated as a sole source due to the unique and proprietary tooling possessed by ES3, which enables the necessary repairs and meets urgent delivery timelines. Reverse engineering or qualifying alternative sources has been deemed uneconomical. The repair work must comply with Lockheed drawings, Technical Orders including T.O. 1C-5M-3, T.O. 1C-5M-23, and T.O. 1C-5M-36, and include detailed teardown, inspection, corrosion repair, and the addition of a 0.25-inch trim on exterior edges except at the inboard-most edge. Contractors must generate an “as-manufactured” 3D model via laser scanning, provide certified material and process documentation, install IUID markings where lacking, and verify all data plate information against the authoritative source. All repairs outside established repair limits require reporting via AFMC Form 202 to the C-5 System Program Office. The effort is subject to a Total Small Business Set-Aside under FAR 19.5, with NAICS code 336413, and respondents must demonstrate compliance with AS9100 or equivalent quality standards. The place of performance is Warner Robins, Georgia, and responses are due by June 27, 2026. The solicitation is currently in presolicitation phase, with no formal contract value, CLIN structure, or award timeline established.
