Solicitation details, issuing organization, response deadlines, documents, and interested companies for this government contract opportunity.
AI Contract Overview
The Department of Defense has issued a Request for Proposal for the repair of the C-5 Aft Center Cargo Doors for the "C Model" aircraft, specifically addressing both the left-hand side (LHS, NSN: 1560-01-296-6316UC, Part Number: 4F69010-101A) and right-hand side (RHS, NSN: 1560-01-297-9975UC, Part Number: 4F69010-102A) components. These cargo doors, critical for the loading and unloading of cargo, are unique to the "C" model, differing from earlier C-5 models, and will remain in use until approximately 2045. The Government holds full rights to the technical data and repair specifications with no restrictions, enabling full and open competition. However, it has been determined that only certain sources, such as ES3, possess the specialized tooling and capability to timely meet urgent delivery demands and repair requirements, making alternative approaches like reverse engineering or data acquisition uneconomical. The scope of work for contractors includes comprehensive overhaul procedures involving teardown, detailed inspections, and repairs following government-approved Lockheed drawings and technical orders. Contractors must develop 3D models and overhaul manuals for approval, ensure strict quality assurance processes including First Unit Repair Verification (FURV), and report any defects that exceed repair limits to the C-5 System Program Office. Rigorous documentation, material certifications, and adherence to packaging and marking standards are mandatory. The solicitation, designated as a total small business set-aside under NAICS code 336413, is managed by the FA8538 office at Robins Air Force Base, Georgia, with submissions due by June 5, 2026. The contract underscores the importance of maintaining the integrity and availability of these critical aircraft components through qualified repair services.
