This is a Pre-Solicitation Notice. This notice does NOT constitute a request for proposal, request for quote or invitation for bid. Estimated issue date for the solicitation is on or after 9 July 2025, with the solicitation closing approximately 30 days thereafter. It will be issued electronically at the Sam website https://sam.gov under the reference number FA6670-25-B-0003. Niagara Falls Air Reserve Station has a requirement for a Construction project, COMM - Rehome FOC from CN 317 to B803. Contractor to furnish all plant, labor, parts, materials, equipment, transportation and supervision required to complete the following construction project, RVKQ-2023-00005-00001, COMM - Rehome FOC from CN 317 to B803, to include the following: This project will engineer, furnish, install and test (EFI&T) 12-strands single mode (SM) fiber optic cable (FOC) from Core Node (CN) 317 to Building (B) 803. Work will be performed at the 914th Air Refueling Wing, Niagara Falls ARS, Niagara County, NY. Performance time is 180 calendar days. A single Firm Fixed-Price construction contract will be awarded. This solicitation is set-aside 100% Service-Disabled Veteran-Owned Small Business, concerns IAW FAR Subpart 19.14. The estimated magnitude of construction is between $25,000 and $100,000. The NAICS code is 236220 and the Small Business Size Standard is $45,000,000. Electronic bid submissions will not be accepted or returned. Bid, Payment and Performance Bonds will be required.
