The Naval Air Systems Command awarded a Firm Fixed Price sole-source contract to Hamble Aerostructures Limited for the procurement of ten shipsets of P-8A SUU-92 Wing Pylon Assemblies and associated AME kits, including Harpoon and 1760 umbilical cables and SHOLS wing buttons. This acquisition supports P-8A program Lot 13 aircraft production and warfighting inventory. The award was conducted under the statutory authority of Title 10, U.S.C. Section 3204(a)(1) and FAR 6.302-1, as Hamble Aerostructures is the sole manufacturer possessing the necessary technical data, design knowledge, and fabrication expertise. The government determined that competition was impractical, as qualifying an alternative source would result in unacceptable production delays estimated between five to seven years. The scope of work includes the delivery of flight-qualified assemblies and kits, ongoing engineering support, and the management of Engineering Change Proposals to ensure reliability and maintainability. Performance takes place at the contractor's facility in Southampton, United Kingdom, with administrative oversight provided by the contracting office in Patuxent River, Maryland. The authority for this procurement is covered under Class Justification and Approval number 24-0243, which remains valid through December 31, 2027. The contract also allows for the acquisition of additional assemblies through Foreign Military Sales or Congressional appropriations.
