The U.S. Government plans to award a sole source, firm-fixed-price contract to Core & Main LP, UEI: YXNPHTHLB8R6 DBA: Green Equipment, Co. for specialized pipe inspection cameras essential to the mission of NRCS-TX-TEMPLE. These cameras are designed for internal pipeline assessments in hard-to-reach environments and feature proprietary imaging components, compatibility with existing systems, and ruggedized durability for confined-space and submerged operations. Market research confirms that this vendor is the only known source capable of providing equipment that fully meets all technical requirements without modification and is willing to accept a trade-in of the Government’s current units. No alternative products meet the necessary standards for image resolution, sensor integration, ruggedization, or system interface compatibility required to maintain operational continuity. This action is authorized under FAR 6.302-1 due to the absence of other responsible sources. The solicitation number is 12FPC326Q0032, posted on July 7, 2026, with responses due by July 17, 2026. While this is not a competitive request, any party believing they can provide an equivalent solution may submit a capability statement detailing technical expertise and product equivalency before the deadline. Such submissions will be reviewed solely to determine if competition is feasible. In the absence of viable alternatives, the award will proceed to Core & Main LP. The contract is managed by the USDA’s FPAC Business Center-Acquisition Division, with primary point of contact Blake Boyer, and the performance location is in Texas.
