The Naval Sea Systems Command intends to negotiate and award a contract on a sole-source basis for the accomplishment of follow-yard engineering and technical support for DDG 51 Class follow ship configuration to Ingalls Shipbuilding Division (Ingalls) (a wholly-owned subsidiary of Huntington Ingalls Industries, Incorporated (HII)), 1000 Access Road, Pascagoula, MS 39568. Pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as the follow-yard ship designer and builder, Ingalls Shipbuilding Division is the only firm capable of providing timely and effective follow-yard engineering and technical support for DDG 51 Class follow-yard construction. Ingalls Shipbuilding Division has the requisite familiarity and knowledge of DDG 51 Class configurations as well as a detailed understanding of the construction techniques and practices used to build these ships. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Small Business Association concurs with the Navy's assessment and decision to award without full and open competition. Companies interested in subcontracting opportunities should contact Ingalls directly. The agreement, if awarded, will be for one year with options for up to four additional years.
