IAW FAR5.203(a)(1) the Air Force Test Center (AFTC), Edwards AFB intends to issue a Service-Disabled Veteran Owned Small Business (SDVOSB) Sole Source direct award, Firm-Fixed Price (FFP) contract to SLM Contract Furniture Inc. 5252 Balboa Ave Ste 201; San Diego, CA 92117 under NAICS code 337214 with a size standard of 1,100 employees. Air Force Test Center has a requirement to finish furnishing the approximately 20,000-square-foot Sensitive Compartmentalized Information Facility (SCIF) within the Flight Test Engineering Laboratory (FTEL), Building 2710, at Edwards Air Force Base. This is phase II and finalizes the FTEL outfitting, creating a fully functional and aesthetically cohesive workspace supporting critical national security missions. To maintain design continuity and seamless integration, all modular furniture within the SCIF must be fully compatible with the existing Affordable Interior Systems (AIS) furniture installed in the FTEL's east wing (previously furnished by SLM Contract Furniture, Inc.). Leveraging the Air Force Office Workplace Furniture (OWF) Program contract and an authorized AIS dealer is mandatory to ensure this 100% compatibility and streamline procurement and installation. SLM is the sole AIS dealer authorized to furnish Edwards AFB. Therefore, no other vendor is contractually permitted to supply or install the required AIS systems within the base. This contract action is conducted pursuant to the statutory and regulatory authorities that permit limiting competition to a specific source under an authorized socioeconomic program. Specifically, this acquisition is authorized under: 10 U.S.C. - 3204(a)(5), which provides that full and open competition need not be obtained when a statute expressly authorizes or requires that the acquisition be made through a specified source; As implemented by FAR 6.302-5(b)(6), which allows contracting without full and open competition when a statute authorizes contracting with specific small business concerns, including (SDVOSBs), under the authority of 15 U.S.C. 657f; And in accordance with the procedures outlined in FAR Subpart 19.14, which governs SDVOSB sole source awards. This is a Synopsis of Contract Action; thus, this document does NOT constitute a Request for Quote, Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZZF will take procurement action in this matter. URC-300 VHF/UHF Transceiver Assembly and Remote Control Unit (RCU)
Solicitation # ACQ-26-H096
The Department of the Air Force, through the Air Force Test Center (AFTC/PZZF) at Edwards AFB, intends to award a sole-source, Firm-Fixed-Price purchase order to ACG Systems, Inc. under solicitation ACQ-26-H096. This procurement is for one URC-300 VHF/UHF Transceiver Assembly and ten associated auxiliary components, including a Remote Control Unit (RCU), mounting brackets, antennas, and cabling. The equipment is required to expand the capabilities of the Mobile Telemetry Van supporting the B-52 Commercial Engine Replacement Program (CERP) and must integrate with the proprietary CM-350 V2 control protocols. The government has determined that ACG Systems, Inc. is the only responsible source capable of satisfying the requirement because they are the original equipment manufacturer and the hardware must meet mandatory military TEMPEST and EMI shielding standards for classified and unclassified operations. Utilizing non-ACG hardware would result in significant duplication of costs and cause a critical six-to-nine-month delay due to mandatory recertification, which would threaten B-52 engine replacement timelines and operational readiness targets. The award is based on the vendor's unique technical compatibility and the determination that the pricing is fair and reasonable based on historical data from previous contract FA9302-22-F-G596.
