AI Contract Overview
The Department of Defense, through the Program Executive Officer Land Systems in Quantico, VA, plans to award a sole-source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Polaris Government and Defense for the production of Ultra-Light Tactical Vehicle (ULTV) variants, specifically the Logistics (ULTV-L) and High-Power (ULTV-HP) models. This contract, expected to be awarded in the third quarter of Fiscal Year 2026 with an approximate ordering period of 60 months, aims to provide the Marine Corps with vehicles capable of internal transport via MV-22 tilt rotor and CH-53 rotary wing aircraft. These vehicles are intended to support littoral operations and align with Force Design 2030 priorities and fielding schedules for various Marine Expeditionary Forces and associated commands. Polaris Government and Defense has been designated as the sole source provider due to their exclusive status as the designer, developer, and manufacturer of the ULTV-HP variant, along with their unique certification for internal transport on MV-22 aircraft for both variants. This acquisition follows statutory authority allowing noncompetitive procurement, citing the absence of other capable suppliers meeting the technical and delivery requirements. Interested parties may submit capability statements within the specified deadline, but this notice does not constitute a request for proposals, a commitment to procure, or authorization to incur costs. All communication and submissions are to be directed via email to designated contacts at the Program Executive Office Land Systems.

Full Description
Ultra-Light Tactical Vehicle (ULTV) Production of Logistics (ULTV-L) and High-Power (ULTV-HP) Variants
THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Program Executive Officer Land Systems (PEO LS), Quantico, VA 22134 intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to the Original Equipment Manufacturer (OEM), Polaris Government and Defense (G&D), 2100 HWY 55, Medina, MN 55340 (CAGE Code: 3FP69) on a noncompetitive basis. This requirement is estimated for award in the third quarter of Fiscal Year 2026 with an approximate ordering period of 60 months. The anticipated IDIQ contract is to provide the operational forces with ULTV-L and ULTV-HP variants capable of internal transport on MV-22 tilt rotor and CH-53 rotary wing aircraft for employment during littoral operations. This procurement will meet Force Design 2030 priority integration and fielding of systems in accordance with fielding schedules of III Marine Expeditionary Force (MEF), II MEF, supporting establishments, and integrated programs.
PEO LS determined that Polaris G&D is the sole designer, developer, and manufacturer of the ULTV-HP variant and the only source with the requisite knowledge, experience, and technical expertise to manufacture the ULTV-L and ULTV-HP within the required scheduled delivery parameters. Polaris G&D is also the only vendor with a current MV-22 internally transportable certification for both the ULTV-L and ULTV-HP. This is a unique United States Marine Corps requirement for the ULTV.
