AI Contract Overview

The government intends to add new National Stock Numbers (NSNs) to an existing long-term contract awarded to United Technologies Corporation's Pratt & Whitney Military Engines under contract number SPM400-01-D-9405. This action is focused on the procurement of supplies and services related to these NSNs. Due to the government’s limited rights in technical data and drawings, they plan to engage with one or a limited number of sources, relying on the authority granted by FAR 6.302, meaning the sourcing may not be fully competitive. Although this notice is not a solicitation for proposals, interested manufacturers are invited to express their interest and demonstrate their capability. Proposals received within 45 days (or 30 days if under an existing basic ordering agreement) of the publication date will be considered, but the government retains the discretion to proceed without competition based on these responses. An Ombudsman has been designated to address any concerns from potential offerors during the proposal phase, acting as a confidential channel for communication but will not influence the evaluation or selection process. The official solicitation will take the form of a Request for Written Quotation, and only written or faxed requests received directly from prospective suppliers will be accepted. The anticipated award will occur approximately 60 days after this notice’s issuance. The contract's place of performance is in East Hartford, Connecticut, and the contracting officer managing this acquisition is Alan Welch.
