The Space Systems Command (SSC) is seeking industry input through a Request for Information (RFI) focused on the development and production feasibility of the Medium Earth Orbit (MEO) Missile Warning and Tracking (MWT) system for Epochs 3 and 4. This effort aims to incrementally build the MEO MWT architecture to support Full Warfighting Capabilities using advanced technologies integrated into space vehicles, ground segments for command and control, and digital engineering approaches aligned with government standards. The government intends to use a Firm Fixed Price contract under an Other Transaction Authority and invites feedback on this structure. Small and disadvantaged businesses are encouraged to participate, with inquiries on subcontracting opportunities, ways to enhance small business involvement, and NAICS code appropriateness welcomed. Responders must submit key organizational details and may request controlled unclassified or classified information provided they meet necessary security clearances. The information shared will be reviewed by select government support contractors, and respondents can limit the release of their data to these firms if desired. Foreign firms may only participate as subcontractors if eligible to do business with the U.S. Government. This RFI serves solely for planning and information gathering and does not constitute an offer or solicitation for proposals. Responses are due by October 31, 2026, and interested parties should contact the designated government points of contact to receive the full RFI documentation and additional instructions for submission.

SPACE SYSTEMS COMMAND (SSC)

System Delta 84 (SYD 84/MT)

MEDIUM EARTH ORBIT MISSILE WARNING / MISSILE TRACKING

EPOCH 3 and EPOCH 4

Description

SSC requests industry feedback on a Resilient Missile Warning and Tracking (MWT) Medium Earth Orbit (MEO) layer Epochs 3 & 4 (E3&4) production feasibility that will support MWT Full Warfighting Capabilities (FWC). The government is seeking industry feedback to inform the MEO E3&4 acquisition strategy and technical approach. The MEO MWT architecture is being incrementally developed in capability-based deliveries called Epochs. Each Epoch is expected to include at least one competitive award and allows for insertion of new technology and innovative solutions in response to progressive or updated warfighter requirements to ultimately meet Overhead Persistent Infrared (OPIR) capability needs. This RFI requests industry feedback and approaches to support delivering a MEO MWT E3&4 capability. The government encourages capability providers to offer responses for individual or multiple elements of the system architecture:

  • Epochs 3 & 4 Space Vehicles (E3&4 SVs) - delivery, integration, and operations
  • MEO Ground - ground segment with facilities and sites to operate the entire MEO MWT constellation with respect to Command and Control (C2)
  • Digital Engineering Integration in alignment with Government Digital Engineering vision

Contract Type

The government is intending to use only Firm Fixed Price (FFP) contract type with an Other Transaction Authority (OTA) agreement. Feedback on this approach is welcome.
