The United States Air Force is seeking quotes for the procurement of system switches specifically manufactured by Universal Switching Corporation to support building test stands for F-16 OFP development. Due to compatibility requirements with existing system components and a lack of government-owned data, the agency has determined that these specific switches are the only supplies that will satisfy their requirements. This action is being conducted under the authority of FAR 12 and 13 for commercial items, with the intent to negotiate with a limited number of sources. Solicitation FA8224-11-T-0006 is designated for performance at Hill Air Force Base in Utah. While the government intends to solicit from a limited source, all responsible parties may submit capability statements or proposals for consideration. The government maintains sole discretion in determining whether to conduct a competitive procurement based on the responses received.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes that only solicitation quotes/proposals are being requested and a written solicitation will not be issued. The USAF can meet its minimum needs only by procuring Universal Switching Corporation system switches used in support of building test stands. Only Universal Switching Corporation system switches are compatible with existing system components used in F-16 OFP development. AUTHORITY: 10 U.S.C. 2304(c)(1), JUSTIFICATION: SUPPLIES REQUIRED ARE FROM ONLY ONE OR A LIMITED NUMBER OF RESPONSIBLE SOURCE(S) AND NO OTHER TYPE OF SUPPLIES WILL SATISFY AGENCY REQUIREMENTS. The proposed contract action is for supplies and services for which the government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1 modified to reflect an acquisition under the authority of the test program for commercial items (FAR 13 501). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the closing date on the solicitation will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
