Awarded on September 24, 2010, to The Boeing Company LLC by the Naval Air Warfare Center Air Division, this contract supports ECP MDA-T45TS-285 for the procurement of 120 Ballast Hardware retrofit kits for T-45 aircraft. The project focuses on the incorporation of Tungsten ballast plates to be installed in two specific locations within the forward fuselage: the Frame 1 Bulkhead and the Nose Landing Gear Up-Stop Support Structure. Installation requirements include the use of plate nuts to secure the hardware, the relocation of wiring labels, and the temporary removal of avionic hardware to ensure proper access. The total procurement package also encompasses three critical subsets consisting of airframe hardware sets, retrofit hardware tools, and spacers. This award was executed under solicitation N00019-05-G-0026-0122 and is part of a broader effort for T-45 Training System support. The procurement was handled as a sole-source action under a Basic Ordering Agreement, citing The Boeing Company as the only responsible source due to their status as the original equipment manufacturer and possession of proprietary data. While this specific award focuses on the ballast provisions redesign, it notes that ECP 283 Airframe and ECP 287 Inverter Retrofit Kits are no longer required.

This award is in support of ECP MDA-T45TS-285, Ballast Provisions Redesign, for the procurement of 120 Ballast Hardware retrofit kits awarded on 24 September 2010 to The Boeing Company LLC. ECP 283 Airframe, and ECP 287 Inverter Retrofit Kits are no longer required at the present time. ECP 285, Ballast Incorporation, includes Tungsten ballast plates which will be added in two locations within the forward fuselage of the T-45 aircraft: 1) Frame 1 Bulkhead (Forward Cockpit Pressure Bulkhead), and 2) Nose Landing Gear Up-Stop Support Structure. The estimated weight of the ballast plates to be installed in each of these two areas is specific to aircraft model and effectivity. For the Frame 1 Bulkhead, the ballast plates will be secured to the airframe with plate nuts. Their are labels for wiring in this location that will need to be relocated, and removal of avionic hardware will be required to allow access for installation of the plates in that area. This award also includes three subsets; Airframe Hardware Sets, Retrofit Hardware Tools, and Spacers.

Solicitation # N0042126R1011
Solicitation N0042126R1011 is a Request for Proposal issued by the Naval Air Warfare Center Air Division for T-6 and T-34 aircraft maintenance and contractor logistics support. The requirement is a full and open competition for a single-award IDIQ contract with a five-year ordering period. The scope of work includes general maintenance for T-6 aircraft, satellite site support for T-34 aircraft, preservation and depreservation services, and specialized support such as variable flight hour surge and detachment mobilization. Performance is required across multiple locations, including NAS Corpus Christi, NAS Whiting Field, and NAS Pensacola, and involves operations for manned fixed-wing aircraft equipped with ejection seats and On-Board Oxygen Generating Systems. The contract utilizes a mix of pricing structures, including Firm Fixed Price for monthly maintenance and site support, Composite Hourly Firm Fixed Price for premium labor and engineering services, and Cost-Reimbursement for parts, materials, and emergent travel. Award will be determined via a tradeoff process to identify the best value, with Technical being the most important factor, followed by Past Performance, and then Small Business participation; combined, these non-price factors are significantly more important than price. Proposals must be submitted electronically via the PIEE Solicitation Module by November 6, 2026, and must include five distinct volumes covering contract administration, technical approach, past performance, cost/price, and small business commitments.

Solicitation # N0042126R1023
Solicitation N0042126R1023 is a small business set-aside request for proposal issued by the Naval Air Warfare Center Air Division for Identification Systems Technical Management Support Services at the Webster Outlying Field. This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years. The requirement specifies a total of 430,070 direct labor hours to support the organic Lead Systems Integrator model across four core technical areas: technical management, budget execution and N-ERP support, material procurement, and data management, as well as graphics, media, and communications support for various major defense acquisition programs. The contract requires a hybrid work model with a mandate for three days of on-site performance per week at Patuxent River and St. Inigoes, Maryland. Award decisions are based on a non-price rating system where technical capabilities, including a sample task and key personnel, and past performance are evaluated to determine a highest evaluated threshold, with price serving as the final deciding factor among equal ratings. Contractors must comply with strict security standards, including NISPOM and CMMC requirements, and utilize the Wide Area WorkFlow system for electronic invoicing. Deliverables are managed through a formal Contract Data Requirements List, and performance is monitored via a systematic Quality Assurance plan and CPARS evaluations.
