T-45 MR ITD Spares for Device 2F323

The Naval Air Warfare Center Training Systems Division is seeking commercial off-the-shelf (COTS) spare components for the T-45 Mixed Reality Immersive Training Device (ITD) 2F323 through a combined synopsis/solicitation issued as a Request for Quote (RFQ) under solicitation number N6134026Q1018. This is a firm-fixed-price (FFP) purchase order structured as a Total Small Business Set-Aside under FAR 19.5, limited to small businesses as defined by the NAICS code 334111 with a size standard of 1,250 employees. All items listed in Attachment 1, the 2F323 Spares Fabrication List, must beprocured, with certain components designated as brand-name per the justification provided in Attachment 2. The contract requires full compliance with applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses, including prohibitions on covered telecommunications equipment, hexavalent chromium, and procurement from restricted regions, as well as requirements for whistleblower protections, anti-trafficking compliance, and the prohibition of restrictive internal confidentiality agreements. Delivery is to be made FOB Destination to three locations: Naval Air Station Kingsville, TX; Naval Air Station Meridian, MS; and the Naval Air Warfare Center Training Systems Division in Orlando, FL. Inspection and acceptance will occur at each delivery site by the Government. Items must be uniquely identified per MIL-STD-130 and labeled according to MIL-STD-129, with item unique identification (IUID) required for all items costing $5,000 or more, as well as for subassemblies, components, and parts embedded within delivered items, serially managed items, or those under warranty. Offerors must be actively registered in the System for Award Management (SAM) with the correct NAICS code and must provide final, non-adjustable pricing for each line item. The award will be made using the Lowest Price Technically Acceptable (LPTA) method, with pass/fail evaluation gates for pricing accuracy, SAM registration status, and administrative compliance with all required provisions and certifications outlined in Attachment 3. Electronic invoicing must be processed through Wide Area WorkFlow (WAWF), requiring contractors to maintain an active electronic business point of contact in SAM and be registered in WAWF.
