T-45 Post Production Engineering and Integrated Logistics Support

The Naval Air Warfare Center Aircraft Division has awarded a sole-source, Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract to The Boeing Company for Post-Production, Engineering and Integrated Logistics Support Services (PPELS) for the T-45 aircraft. With an estimated value of 81 million dollars, the contract covers a five-year ordering period spanning Fiscal Years 2025 through 2029. The work will be performed at Boeing's facility in Saint Louis, Missouri, and is managed by the contracting office in Patuxent River, Maryland. The scope of work focuses on maintaining the operational readiness of the T-45 fleet through program management, engineering support, and logistics services. Key activities include implementing Engineering Change Proposals, conducting modernization and obsolescence analyses, and providing technical support for mishap investigations and technical directives. The award was made without competition under FAR 6.302-1(a)(2)(iii)(B) and 10 U.S.C. 3204(a)(1) because Boeing is the original equipment manufacturer and possesses exclusive proprietary technical data and design authority. The government determined that utilizing any other source would result in unacceptable delays, increased costs, and heightened program risk.
