T-ATS NAVAJO CLASS O&M

The U.S. Navy, through the Office of Mschq Norfolk in Norfolk, Virginia, is conducting market research for the operation and maintenance of the T-ATS Navajo Class vessels under solicitation N32205-SS-N105B-26-001, with a response deadline of June 17, 2026. This is a Sources Sought notice, not a solicitation for proposals, and the Government is not obligated to award a contract based on responses. The effort involves providing fully qualified vessel officers—including Dynamic Positioning Officers and those with Towing Endorsements—along with crew and shore-based technical support to operate, maintain, and repair the T-ATS vessels to Marine Expeditionary Force standards for material readiness, appearance, and seamanship. Performance is expected to be worldwide, with the initial year for each new vessel occurring on the U.S. East Coast near Joint Expeditionary Base Little Creek/Fort Story, Norfolk, Virginia. The anticipated contract is a Firm-Fixed Price structure with pass-through elements including repair parts, port charges, industrial assistance, travel, training, and overhaul costs. The base period is one year, with four additional 12-month option periods and a single six-month option under FAR 52.217-8, totaling up to five years of potential performance. The work includes maintaining full operating status for 263–264 days annually, conducting up to three 14-day voyage repairs, and one 60–75 day Midterm Availability/Regular Overhaul per year. Pricing must account for full wages and fringe benefits on a 56-hour workweek, 365-day year basis, including mandatory overtime for watchstanding. Contractors must possess at least a SECRET facility clearance and the ability to process personnel for SECRET clearances, and demonstrate financial responsibility equivalent to $35 million, covering 60 days of per diem for eight ships and two major availabilities annually. Small businesses responding must indicate their size status and be capable of performing at least 50% of the work if the acquisition becomes a set-aside, though no set-aside is currently planned.
