T1 Service with 1841 Cisco Router and 24/7 Monitoring

The Land Between the Lakes, NRA (LBL) intends to solicit and negotiate with only one source, AT&T. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition is for T1 Service with 1841 Cisco Router and 24/7 Monitoring for Hillman Ferry and Piney Campgrounds located at LBL. The basis for restricting competition is because AT&T is the sole owner of all data and communication lines that are accessible to LBL, they are the only provider of T1 Service to the locations identified in the Statement of Work, and LBL telephone lines are proprietary to AT&T. The NAICS code for this procurement is 517110 and the small business size standard is 1500 employees. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. This procurement is intended to be a base year and four option years. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 8 August 2011, 1200 CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with AT&T. Award will be made in accordance with FAR Part 12, Acquisition of Commercial Items.
