Full Description

The purpose of this Request for Proposal (RFP) is to award a term contract to a qualified company for the supply of 45 tactical ballistic vests to support Police SWAT operations. The Police Department has conducted research and evaluation to determine the types of materials specified for the tactical ballistic vests. As a result, the City will utilize a brand name or equal specification calling out FirstSpear as the base brand. Other manufacturers may be submitted provided they offer equivalent features, safety, wearability, and functionality. For alternate manufacturers, the City will evaluate and decide as to the suitability of the product and whether it is acceptable as an alternate. This determination is solely the City’s. Vendors wishing to bid alternates to the brands specified must include complete and sufficient descriptive/technical literature with proposal to allow for the full evaluation of the proposed product. Failure to include this information or insufficient information may result in the rejection of the item offered. A sample of the proposed tactical vests (at no cost to the City) may be required as part of the evaluation process.

Red Light, Speed and Photo Enforcement
Solicitation # 270108
The City of Tucson is seeking a qualified contractor to provide a turnkey automated traffic enforcement safety device system (ATESD) focused on red light and speed enforcement to improve roadway safety and reduce fatalities. This program, overseen by the Department of Transportation and Mobility and the Tucson Police Department, is contingent upon the availability of funds and voter approval repealing Proposition 201 during the November 2027 General Election. The scope of work includes the installation, implementation, and operation of hardware and software, such as fixed pole-mounted systems, mobile camera vehicles, and portable trailer systems. Key deliverables include high-definition imaging capable of capturing vehicles in total darkness, training for city personnel, and the provision of expert court testimony regarding system calibration and accuracy. The contract term is for one year with the option for the City to extend for up to four additional one-year periods. Due to the use of federal funding, the contractor must adhere to stringent regulatory requirements, including ARPA, FTA, and HUD guidelines, as well as Davis-Bacon wage rates and Section 3 employment priorities. Additionally, the contractor must comply with rigorous data protection and cybersecurity standards, requiring US-based FedRAMP or StateRAMP certified facilities and strict encryption protocols. Proposals must be submitted electronically by October 29, 2026, at 2:00 PM local Arizona time, and must include a pricing proposal, a response to evaluation criteria, and a signed offer and acceptance form.
