AI Contract Overview

The City of Tucson is seeking a qualified contractor to provide a complete turnkey automated traffic enforcement safety device system focused on red light and speed enforcement to improve roadway safety and reduce fatalities. This initiative, overseen by the Department of Transportation and Mobility and the Tucson Police Department, is contingent upon the repeal of Proposition 201 in November 2027 and the status of the Arizona Prohibit New Photo Traffic Enforcement Systems Measure of 2026. The scope of work includes the installation, implementation, and operation of hardware and software, specifically requiring high-definition evidentiary image quality and the ability to process out-of-state license plate registrations. The contract will be for an initial term of one year, with the City holding the option to extend for up to four additional one-year periods. The procurement process requires a comprehensive proposal including a system description, AI workflow details, and a detailed implementation plan with a designated program manager. Contractors must adhere to stringent data protection and cybersecurity standards, ensuring data residency in US-based FedRAMP or StateRAMP certified facilities. Because the project may involve federal funding, the contractor must comply with various regulatory requirements, including ARPA terms, FTA conditions, HUD labor standards, and Buy America provisions. Evaluation will be based on the method of approach for both red light and speed enforcement, while the contractor remains responsible for all quality control, maintenance, and legal compliance with Arizona Revised Statutes and Supreme Court Administration rules.
