NOTICE OF INTENT TO AWARD SOLE SOURCE:  


The 377th Mission Support Group Operational Contracting Office, on behalf of the 351st Special Warfare Training Squadron, Kirtland AFB, New Mexico intends to award a sole source purchase order to Atlantic Diving Supply, Inc. (ADS, Inc.) (cage code 1CAY9), 621 Lynnhaven Pkwy Ste 160, Virginia Beach, VA 23452. ADS, Inc. will be able to provide the bulk procurement of high-performance tactical clothing, physical training (PT) uniforms, rugged environmental layering, hot-weather combat apparel, and individual operational gear. ADS, Inc. provides continuity of quality, being the one stop distributor for all materials required under this requirement, ensuring the customer support required for immediate remediation for any issues arising from quality and workmanship of the complete, consolidated package of specialized field gear required for immediate deployment.


ADS, Inc. is the single source capable of delivering specific brand-name items and operational field gear requested have been engineered and certified to meet rigorous military safety standards and integrate seamlessly with existing standard-issue ballistic plates, tactical communication headsets, and night vision devices. Utilizing non-compatible alternative brands introduces severe safety hazards, compromises joint-protection compatibility, and risks equipment integration failure in the field.


Furthermore, to support the unit’s non-negotiable deployment schedule, ADS, Inc. can ensure delivery of all items to be delivered and fielded within 30 calendar days of contract award. Due to severe global supply chain constraints on high-performance military gear, standard, non-specialized, commercial distribution lead times for these items frequently run up to 120 days.


ADS, Inc. is an authorized representative for these specific brands and has demonstrated the unique supply chain leverage and logistical channels necessary to accelerate production, consolidate the multi-manufacturer order, and guarantee delivery of the full required quantities within the mandatory 30-day performance period. Sourcing these items individually from separate, decentralized small businesses or alternative dealers would result in fragmented, delayed shipments that exceed the 30-day window, directly compromising mission readiness.


Consequently, ADS, Inc. is and remains the only responsible source capable of consolidating and delivering these exact, technically compliant commercial-off-the-shelf (COTS) items within the non-negotiable mission window. Therefore, this requirement shall be ordered through ADS, Inc.



This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.106-1(b). The anticipated award date is 10 September 2026. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed herein.


A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.


A Sole Source Justification Letter will be posted with the Notice of Intent to Award Sole Source IAW Far 6.305(a).
