The contract involves the acquisition of a suite of tactical communication equipment, including a Tactical Integrated Gateway Radio (TIGR) 7U, TacNet tactical radio, SADL radio with ancillary equipment, a semi-rugged laptop with JRE client/server software license, PRC-117G radio assembly, and a one-year help desk service for JRE. Each item is specified with a part number from Federal Resources, allowing for equivalent alternatives that meet stringent technical specifications outlined in the attached documentation. The equipment must support line-of-sight and beyond-line-of-sight communications encompassing a wide range of protocols and frequencies such as Link 16 data and voice, VHF/UHF voice, SATCOM, and other tactical communications standards. The system requirements emphasize interoperability, high-performance processing power (minimum Intel i5), and robust power input options (10-36 VDC and 90-240 VAC). The JRE server software, either the specified or an equal alternative, must provide comprehensive Link-16 multi-point interoperability and support multiple TADIL-J message transport protocols, enabling the extension of network range beyond traditional line-of-sight limits. The system must also offer advanced message routing and multimedia redundancy with up to eight simultaneous long-haul links, user-friendly GUI, and context-sensitive documentation. The solicitation is managed by the Department of Defense with a place of performance at Kadena Air Base and is anticipated to be posted around mid-August 2016. Key points of contact include designated contracting officers responsible for inquiries and contract administration.
