The United States Coast Guard’s Aviation Logistics Center intends to award a sole-source delivery order under Basic Ordering Agreement SPE4A1-22-G-0005 to Sikorsky Aircraft Corporation, the original equipment manufacturer, for a 41-piece Tail Cone and Tail Rotor Pylon Kit composed of MH-60R production parts equivalent to those used in the MH-60T. This procurement is exclusively for the OEM due to proprietary specifications, drawings, technical data, test equipment, and tooling that are not available from any other source, as justified under FAR 12.102(a). The kit supports the Service Life Extension Program by enabling the installation of MH-60R tails on MH-60T hulls through an Engineering Change Proposal, ensuring continued operational readiness. The contract is structured as a Firm Fixed-Price delivery order with delivery requested within 30 days after receipt of order, and early shipments are encouraged at no additional cost to the Government. The F.O.B. point is origin, and inspection and acceptance will be conducted by the Defense Contract Management Agency at the manufacturer’s facility. This action is unrestricted, with no small business set-aside, and the North American Industry Classification System code is 336413 with a size standard of 1,250 employees. Although the System for Award Management may require offerors to complete representations such as 52.222-25 and paragraph (d) of 52.212-3, the agency will neither consider nor enforce these representations during award decisions. Similarly, specific clauses under 52.212-5 and 52.213-4 are explicitly excluded from enforcement. No formal solicitation package will be issued; interested parties may submit quotations via email to Trenton.C.Twiford@uscg.mil with the solicitation number 70Z03826QJ0000147 in the subject line by 2:00 p.m. EDT on August 24, 2026. The Government retains full discretion to determine whether to proceed with a sole-source award based on responses received, and award will be made upon a determination of fair and reasonable pricing. Relevant details on the specific items and justifications are contained in Attachment 1 and the redacted Justification and Approval document.

PROCUREMENT OF EXTINGUISHER,FIRE,V FOR USE ON MH-65
Solicitation # 70Z03826QB0000202
Solicitation 70Z03826QB0000202, issued by the US Coast Guard Aviation Logistics Center, is a request for quotation for the procurement of 50 new manufactured commercial fire extinguishers (Part Number 352TS, NSN 4210-01-HS1-3799) for use on MH-65 aircraft. Although the solicitation was originally intended as an unrestricted requirement for commercial items, Amendment 1 has officially cancelled the solicitation due to a change in requirements. The procurement was structured as a firm-fixed-price award to the lowest priced offeror rated technically acceptable, with a focus on ensuring flight safety through strict adherence to Federal Aviation Administration guidelines and the use of airworthy commercial or military standard parts. Key technical requirements for the items included mandatory traceability to the Original Equipment Manufacturer, Amerex Corporation, and the provision of a Certificate of Conformance and a Certificate of Airworthiness (such as FAA Form 8130-3/4). Offerors were required to provide an unbroken documented paper trail from the approved manufacturing source to the US Coast Guard to ensure quality and safety. The solicitation also included stringent packaging and marking instructions, requiring individual packaging for each part and specific internal and external labeling to prevent damage and ensure proper identification upon delivery at destination. While the original deadline for receipt of offers was set for August 26, 2026, the recent amendment renders the solicitation void.

Dehumidification Carts for Multiple USCG Airframes
Solicitation # 70Z03826QE0000052
This solicitation, number 70Z03826QE0000052, is a Request for Quotation issued by the U.S. Coast Guard Aviation Logistics Center for the procurement of 117 commercial dehumidification carts on a brand name or equal basis. The requirement includes 95 units of PCU-300 V208/P3/H260 and 22 units of PCU-300 V480/P3/H260, manufactured by Logis-Tech, LLC. All units must be new and include two 8-inch-to-4-inch reducers, with three specific units requiring a 100-foot power cable to be identified after award. The contract is a firm-fixed price acquisition under NAICS code 336413, and the government has explicitly prohibited installment payment financing under FAR 52.232-30, stating that payment will be made according to standard commercial terms upon successful delivery, inspection, and acceptance. The delivery schedule follows a phased approach: the first five units must be delivered within 90 days after award, with the remaining units delivered over a 24-month period at a rate of up to 10 units per month. All items are to be shipped FOB Destination to Elizabeth City, North Carolina. Contractors are responsible for ensuring that packaging and preservation protect the units against corrosion or decay for at least one year of warehouse storage while unopened; however, the government assumes responsibility for repackaging once units are opened for inspection. Offerors must provide a Certificate of Conformance and, if they are not the original equipment manufacturer, must provide documented traceability to the manufacturer prior to award. Proposals must be submitted via email by August 26, 2026, at 2:00 p.m. Eastern Time, and must include technical manuals, warranty details, and a completed Schedule of Supplies.

Solicitation # 70Z03826QB0000196
This solicitation, number 70Z03826QB0000196, is a request for quotation issued by the Department of Homeland Security Aviation Logistics Center for the procurement of two pilot seats (NSN 1680-01-HS1-3140, Part Number 108000-3) for MH-65 helicopters. The acquisition is conducted as a firm-fixed price purchase order for commercial items under FAR Part 12. Due to the critical requirement for original equipment manufacturer traceability and specific airworthiness certifications, the government anticipates awarding the contract on a sole-source basis to BAE Systems Land & Armaments, L.P. The procurement is restricted, and while the agency invites other sources with the necessary expertise and capabilities to submit offers, it emphasizes that no substitute or alternate parts will be considered and only new parts will be accepted. All delivered items must include a Certificate of Conformance and maintain a clear, documented, and auditable paper trail tracing each step from the original manufacturer. Compliance with strict packaging and marking standards is required, including individual packaging and specific internal and external labeling to prevent damage or corrosion during storage. MH-65 Backing Brake Plate
Solicitation # 70Z03826QB0000194
The U.S. Coast Guard Aviation Logistics Center is conducting a request for quotation for the procurement of seven MH-65 helicopter backing brake plates, specifically part number 5002588-1 (NSN 1630-01-442-3996). This is a restricted requirement prepared in accordance with FAR subpart 12.6 for commercial items. While the government is seeking quotations from all responsible sources, it anticipates awarding a firm-fixed-price purchase order on a sole-source basis to Meggitt Aircraft Braking Systems Corporation. The justification for this sole-source approach is based on the requirement for exclusive licensing, data rights limitations, and the necessity for genuine OEM parts with clear, auditable traceability to the manufacturer. All required parts must be new, manufactured commercial items that meet Federal Aviation Administration guidelines to ensure aircrew safety. The government will not accept any substitute or alternate part numbers. Deliverables must include a Certificate of Conformance (COC) and a Certificate of Airworthiness, such as FAA Form 8130-3/8130-4 or EASA 1 Form. Strict packaging and marking requirements are in place, including individual unit packaging and specific internal and external labeling to prevent damage and ensure traceability. The deadline for receipt of offers has been extended to September 7, 2026, at 11:00 am EDT. Quotations must be submitted via email and must include the completed requirements document with unit pricing. The basis for award will be the determination of fair and reasonable pricing and technical acceptability.
