The Tailored Operational Training Meal (TOTM) contract addresses the provision of alternative operational training meals for organizations conducting Inactive Duty Training, such as National Guard and Reserve units. Designed to replace traditional sack lunches and catered commercial meals when standard operational rations are not required, the TOTM supports the "train as you fight" philosophy by familiarizing personnel with meal preparation and consumption similar to Meals, Ready-to-Eat (MREs). First introduced in 2001, the TOTM is a lightweight, self-contained meal packed in flexible bags that fit easily into military field clothing. It uses commercial packaging to reduce costs and comes in three menu sets, each containing six different menus, with a total of twelve meals per case. Each meal averages 997 calories and includes an entrée, wet-pack fruit, beverage base, flameless ration heater, dining kit, and assorted components, designed to be ready to eat except for the beverage. The contract, issued as a presolicitation under NAICS code 311422 and based in Philadelphia, PA, seeks unrestricted vendor participation with a five-year term and an indefinite quantity contract. Contract quantities are specified per National Stock Number with a minimum order of 10,500 cases per tier and an estimated 35,000 cases per tier, up to a maximum of 52,500 cases. The meals have a shelf life of 12 to 18 months at 80 degrees Fahrenheit and are intended for "just in time" delivery with a 7-10 day lead time. The package weight and volume are optimized for ease of transport and storage, and the product may also be adapted for disaster relief scenarios. The point of contact for the solicitation is Contract Specialist Steven Hoenes.
