TANKER (LNG) VOYAGE CHARTER

The Military Sealift Command is conducting market research via a Sources Sought Notice to determine the price and availability of U.S. flag vessels for a Liquefied Natural Gas (LNG) voyage charter. The requirement involves transporting a minimum of 50,000 MMBTU (approximately 2,200 CBM) of LNG from a loading port of the charter's discretion to NSGB Pier C at Naval Base, Guantanamo Bay, Cuba. The government is seeking vessels with a gross volumetric capacity between 4,000 and 15,000 cubic meters, a maximum displacement of 41,000 metric tons, a maximum length of 256 meters, a maximum beam of 32 meters, and a maximum laden draft of 10 meters. Technical specifications for the vessel include a pump-out pressure of 150 PSIG, an unloading rate of 250 cubic meters per hour, and saturated pressure between 5 and 20 PSIG. The vessel must be equipped with a flanged connection featuring a Powered Emergency Release Coupling (PERC) and an Emergency Shutdown (ESD) umbilical. Additionally, the carrier must perform its own mooring analysis and adhere to UFC 4-159-03 Mooring Service Type I standards. Requested delivery windows are scheduled for September 28 to October 2, 2026, and October 19 to 23, 2026.
