This procurement is conditionally set aside under the federal government Procurement Strategy for Indigenous Business (PSIB). In accordance with the requirements for conditionally set aside procurements of the PSIB, if there are two (2) or more responsive bids with a valid Indigenous Business Certification, only those responsive bids will be eligible to be awarded a contract; otherwise, all responsive bids will be eligible. For more information on Indigenous business requirements of the Set-aside Program for Indigenous Business, see Annex 9.4 of the Supply Manual. In support of Employment and Social Development Canada (ESDC)’s mandate of improving Canadians’ quality of life, the main objective of this requirement is to support the Chief Financial Officer Branch (CFOB) of ESDC in advancing an ongoing integration regarding the organization’s approach to the Assurance of Programmes and Projects by leveraging recognized best practices, in line with the MSP® (Managing Successful Programmes) and the PMP® (Project Management Professional). ESDC’s mandate is supported through a broad range of programmes and projects throughout the organization. The goal of CFOB – Assurance Team is to provide delivery confidence assessments at key milestones and on an ad hoc basis which contributes to the successful delivery of business outcomes and benefits commensurate with ESDC’s vision and strategy.
