TASK Based Professional Services (TSPS) Requirement - 2.11 Information/records management/recordkeeping specialist

The Department for Women and Gender Equality Canada (WAGE) is seeking a Senior Information/Records Management/Recordkeeping Specialist (ATIP) under the Task-Based Professional Services (TSPS) arrangement to manage a high-volume Access to Information request involving approximately 40,222 pages, initiated in response to a complaint and order from the Office of the Information Commissioner of Canada. The contractor will be responsible for end-to-end processing of records in strict compliance with the Access to Information Act and the Privacy Act, including planning, reviewing, consulting internally and externally, and facilitating interim releases. A detailed project plan with clear milestones must be developed to ensure timely delivery by the mandatory deadline of August 1, 2028, with an estimated total effort of 240 days over a performance period running from August 1, 2026, to July 31, 2028. The work must be performed within the National Capital Region and requires a Secret-level security clearance under Common PS SRCL #23, although bidders are not required to possess this clearance at the time of proposal submission. Only qualified Supply Arrangement Holders under E60ZT-18TSPS, Tier 1 (0–$3.75M), for category 2.11 Information/Records Management/Recordkeeping Specialist are eligible to respond. In addition to direct processing responsibilities, the contractor is mandated to support WAGE’s broader ATIP obligations and deliver comprehensive lessons learned documentation focused on managing large-scale ATI requests within small governmental institutions, ensuring institutional knowledge is captured and future processes are improved.
