Task Management Software

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 -Synopses of Proposed Contract Actions. Defense Contract Management Agency - Headquarters, intends to issue a Firm-Fixed Price contract to Accenture Federal Services LLC, located at 800 North Glebe Road Suite 300, Arlington, VA on a Sole Source basis. Description of Work- Defense Contract Management Agency Information Technology Directorate (DCMA-IT) has a requirement for a task management software solution capable of hosting 1500 DCMA users. This solution shall provide centralization, automation, security and tracking of all internal and external agency tasks; thus eliminating inefficiencies of having to utilize multiple IT programs and applications to process, coordinate and complete required staffing of tasks. Services include installation, configuration, test and training on software and an annual software maintenance package. The task management solution will be integrated into existing agency systems (platforms and clients) and therefore must be compatible with DCMA's current programs and applications. The task management solution requires system software licenses, labor for development, integration and testing, change management for system implementation, training and system sustainment. DCMA requires a task management solution that has the capability to provide a programming interface which currently integrates Department of Defense (DoD) enterprise data-services and scalable collaboration capabilities for task management synchronization across DoD components. The cross component connectivity is necessary in order to establish and link communication between DCMA, the Office of the Secretary of Defense(OSD), Air Force, Navy and Army. Duration of the contract shall be a one Base Year plus four one year options. Authority-FAR 13.501(a), Sole Source. The Government's intent is to solicit and award this requirement to Accenture Federal Services LLC. Competition has been restricted due to the proprietary nature of the requirement. No sources were located that were technically acceptable without having to create a specialized alternative creating additional costs to the Government. It has thus been determined that it is in the Government's best interest to award this requirement as a sole source action. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 511210 "software Publishers" The size standard as defined by the U.S. Small Business Administration is $38.5M. All responsible sources may submit a capability statement which shall be considered by the agency. Interested concerns must show CLEAR and CONVINCING evidence that competition of this requirement would be advantageous to the Government. Oral communications are NOT ACCEPTABLE in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
