Tax Administration System Modernization

The Government of Yukon is issuing Request for Information RFI-2026-9-5562 to conduct market research and gather budgeting estimates for the modernization and replacement of its legacy Tax Administration System, which has been in service since 2008. The objective is to implement a single, citizen-centered system that automates workflows, reduces paper-based processes, and enhances internal controls and reporting for the Department of Finance. The required solution must support the administration of Tobacco, Insurance Premium, and Fuel taxes, including the management of permits, refunds, fees, and penalties. Key functional requirements include a public-facing taxpayer portal, an internet-agnostic inspections app with offline synchronization, and API interfaces for integration with enterprise financial invoicing systems. Technical specifications require the system to support Azure Active Directory, OpenID Connect, SAML 2.0, and multi-factor authentication, while ensuring compliance with the Access to Information and Protection of Privacy Act. The system must also facilitate reporting for IFTA, the Yukon Bureau of Statistics, and Statistics Canada. For any hosted solutions, all data must reside within Canada. Interested respondents must submit a company profile, system identification, and detailed responses to general and administrative requirements via the Electronic Bidding System by November 4, 2026.
