The United States Coast Guard Civil Engineering Unit in Juneau, Alaska is conducting a market survey to identify capable small business sources for the repaving of Taxiway A at the Coast Guard Base Support Unit in Kodiak, Alaska. Taxiway A, constructed in the 1940s and last resurfaced in 1989, is an 80-foot-wide concrete taxiway with a deteriorating asphalt overlay ranging from 2 to 10 inches thick. Additionally, elevation transitions must be designed to accommodate typical taxi speeds for C-130 aircraft and helicopters such as the HH-60 and MH-65. The estimated project value ranges between $1 million and $5 million, with the NAICS code 237990. This announcement is a sources sought synopsis intended to gather information on potential contractors and does not constitute a formal solicitation or commitment by the government. Solicitation # W912DQ26RA065
The U.S. Army Corps of Engineers, Kansas City District, is soliciting design-build construction services for the installation of access manholes at the Fairfax-Jersey Creek Levee Unit on the Missouri River in Kansas City, Kansas. The project involves designing and constructing manholes, estimated to be between 10 and 25 feet deep, to facilitate the video inspection of approximately 27,000 feet of existing perforated corrugated metal through-seepage collector pipe. To maintain levee integrity, the government strictly prohibits invasive mass excavation methods such as trenching, requiring the use of minimally invasive excavation techniques in accordance with USACE Engineering Regulation 1110-1-1807. Key deliverables include a professional engineer-approved Drilling and Invasive Program Plan, temporary flood protection plans, and final as-built drawings. This is a two-phase selection process, with Phase 1 focusing exclusively on qualifications and technical approach without the submission of pricing. The government intends to select up to three qualified offerors for Phase 2, evaluating candidates based on performance confidence and technical qualifications, with non-price factors weighted significantly more than price. The project is categorized under NAICS code 237990 with a small business size standard of 45 million dollars. While the estimated project magnitude is between 1 million and 5 million dollars, the total contract award amount, including both design and construction, shall not exceed 3.4 million dollars. The final award will be a firm-fixed-price contract requiring 100 percent performance and payment bonds.
