AI Contract Overview
The Department of Foreign Affairs, Trade and Development is seeking qualified suppliers under the Task-Based Informatics Professional Services (TBIPS) Supply Arrangement to provide specialized informatics services in support of a major transformation initiative focused on modernizing its information management and information technology environment. This requirement is restricted to Tier 1TBIPS holders with proven expertise in the National Capital Region for five key roles: Business Analyst, Information Architect (Data Scientist), Platform Analyst (Data Engineer), Programmer/Software Developer (Cloud App Development), and System Administrator (Cloud App Maintenance and Support), each at Level 3 proficiency. Only pre-qualified vendors have been invited to submit proposals, with the contract estimated to last up to three years and an anticipated start as soon as award is made, ending no later than December 31, 2029. The work will focus on enhancing the department’s Data Science and AI team to align with Canada’s Data Strategy, Open Government, and Artificial Intelligence directives, including supporting agile development teams during peak demand periods through activities such as client engagement, requirements management, algorithm design, cloud application development, testing, deployment, and system maintenance. Security requirements are stringent, with both minimum corporate and resource security clearances set at SECRET, and the Common PS SRCL #22 framework applies. The incumbent contractor, Donna Cona, has provided services since June 2024 under a contract valued at over $3.25 million, excluding tax, and this new solicitation follows the same essential scope. The procurement process is selective, with documents distributed directly by the Contracting Authority to invited suppliers, and submissions must be made via the designated channels; the Buy and Sell portal is not involved in document dissemination. Proposals are to be submitted by August 28, 2026, at 2:00 PM Eastern Time. The Crown reserves the right to negotiate with any supplier, and proposals may be submitted in either official language. This procurement is subject to multiple international and domestic trade agreements including the WTO Agreement on Government Procurement, the Canada-Chile, Canada-Peru, Canada-Colombia, and Canada-Panama Free Trade Agreements, as well as the Agreement on Internal Trade.
