TCSG-441-DP Gwinnett Tech - Bldg. 2 - North Fulton Campus

The Georgia State Financing and Investment Commission, acting on behalf of the Technical College System of Georgia, is soliciting design professional services for Project No. TCSG-441. The project involves the construction of a 45,500 square foot instructional building dedicated to healthcare and IT programs at the Gwinnett Technical College North Fulton Campus in Alpharetta, Georgia. The preliminary construction budget is estimated at 24,400,000 dollars. The project will utilize a Construction Manager-at-Risk delivery method and requires compliance with the Energy Efficiency and Sustainable Construction Act of 2008, including Georgia Peach certification during commissioning. Services are expected to begin by October 2026, with construction documents targeted for completion in the third quarter of 2027 and a construction duration of 12 to 14 months. The procurement follows a two-step, best-value selection process. In the first step, firms are evaluated on project experience and team qualifications, approach and suitability, and stability. Finalists will then undergo interviews focusing on qualifications, project approach, and overall impression. The selected firm must agree to execute the GSFIC contract form without modification and utilize the e-Builder project management program for all contract administration, including payment applications and change orders. Applicants must submit a Statement of Qualifications by September 3, 2026, including a notarized certification form, a contractor affidavit regarding E-Verify compliance, and a disclosure statement. Professional fees will be negotiated with the highest-ranked firm following the evaluation process.
