TDA - JDA - Tainter Valve Repair/Rehab

The U.S. Army Corps of Engineers Portland District is seeking information from industry regarding the repair and rehabilitation of three Tainter valves at two lock and dam facilities: one at The Dalles Lock and Dam (TV1) and two at John Day Lock and Dam (TV3 and TV4). The scope includes complete removal, offsite or onsite repair, dimensional verification through as-built surveys at three stages, and reinstallation under operational conditions. Work involves repairing cracks, corrosion, and cavitation damage to skin plates and girders, replacing seals, seal plates, hardware, and self-lubricating bushings rated for 10,000 psi dynamic bearing pressure, and installing new armor plates over degraded areas. All materials must meet strict performance standards including AWS D1.1 welding codes, AISC Quality Certification with Fracture Critical Endorsement, ASTM mechanical property requirements for tensile, flexural, and adhesion strength, and NSF/ANSI 61 certification for potable water contact. The use of Belzona 1111 Super Metal is specified, with substitutions allowed only if equivalent in all salient characteristics and fully documented. Bidders must demonstrate technical capability through relevant project examples, bonding capacity confirmed by a surety letter, and compliance with CMMC Level 1 cybersecurity requirements for handling federal contract information. All offerors must disclose their business size, socioeconomic status, and any joint ventures, and indicate their intent and likelihood to bid when the formal solicitation issues. Responses must be submitted electronically to the Contracting Officer and Contract Specialist via email by 20 May 2026, with a maximum length of 12 pages, excluding documentation on equal product substitutions. The anticipated procurement method is an Invitation for Bid under a Firm-Fixed Price contract, with award expected on or before 30 September 2026. Performance will be at the dam sites, with TV1 stored at the government’s discretion after repair and TV3 and TV4 immediately reinstalled. Estimated contract value is between $1 million and $5 million, and full compliance with federal acquisition regulations, including SAM registration, is mandatory.
