TDFM 136 Radio Repair

JUSTIFICATION AND APPROVAL JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION ONLY ONE RESPONSIBLE SOURCE (SOLE SOURCE) 9 September 2015 1. REQUIRING ACTIVITY/CONTRACTING ACTIVITY: The requiring activity is the Wyoming Army Aviation Support Facility located in Cheyenne, WY 82009. The contracting Activity is the USPFO for Wyoming Purchasing and Contracting department located in Cheyenne, WY 82009. 2. NATURE/DESCRIPTION OF CONTRACT ACTION: This is a sole source action to be awarded as a Purchase Order with firm fixed pricing to Dallas Avionics, Inc., 2525 Santa Anna Avenue, Dallas, TX 75228. 3. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES: The proposed procurement is for the repair of two Technisonic TDFM-136 aviation transceivers. 4. IDENTIFICATION OF AUTHORITY: The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by FAR 6.302-1. The content of this Justification and Approval is written in accordance with FAR 6.303-2. 5. CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF ACQUISITION: Dallas Avionics Inc. is the only company that can be found that repairs Technisonic TDFM-136 transceivers. The TDFM-136 transceiver is no longer supported by its manufacturer as it has been replaced by a newer model. 6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY SOURCES AS PRACTICABLE: This acquisition was advertised on GSA eBuy from 8/3/15-8/14/15 (RFQ #1014757). The acquisition was sent to 13 vendors registered with GSA and no vendors submitted a quote for the repairs. On 8/14/15 this acquisition was emailed directly to 9 vendors who are registered with the FAA for aviation radio repair. No quotes were received from these firms. This acquisition was placed on FBO from 8/18/15 - 8/21/15 as a "Sources Sought" posting and zero sources were identified (Solicitation #0010729538). This acquisition was synopsized as an intent to sole source award in FBO. 7. FAIR AND REASONABLE COST: The price has determined to be fair and reasonable by using market research and comparing shop labor rates of other aviation repair companies. 8. MARKET SURVEY: FBO Announcement was issued looking for other sources that can supply an item capable of meeting the government's need. 9. LIST OF SOURCES THAT EXPRESSED INTEREST: No sources expressed interest nor responded to the FBO Announcement. No sources responded to the direct emails sent by the contract specialist. 10. This agency will continue to use FBO and market research to seek sources who are capable of repairing the transceivers. 11.
