Technical and Management Advisory Services

The Air Force Test Center (AFTC) awarded a five-year, sole-source, Cost Plus Fixed Fee (CPFF) Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract to Torch Technologies, Inc. for Technical and Management Advisory Services (TMAS 3). This follow-on contract provides non-personal Advisory and Assistance Services (A&AS) to support Air Force Research, Development, Test, and Evaluation (RDT&E) multi-center activities. The scope of work includes systems engineering, technical assistance, studies and analyses, acquisition program management, and the provision of ancillary equipment for tenant organizations at Eglin Air Force Base, including the 350th Spectrum Warfare Wing, the Air Force Research Laboratory Munitions Directorate, and U.S. Special Operations Command Detachment I. The award was executed under the authority of FAR 6.302-5 and 10 U.S.C. § 3204(a)(5), utilizing the DoD Pilot Program to Incentivize Contracting with Employee-Owned Businesses. Torch Technologies, Inc. qualified as an employee-owned business (ESOP), and the award was justified based on exceptional past performance under the previous TMAS 2 contract. The total estimated contract value is $992,350,357, with a specific annual value of $1,149,697 for the Eglin Tenants task order. The period of performance consists of a base year running from October 2026 to September 2027, with four subsequent option years extending through September 2031. The government retains unlimited rights to all data developed under this agreement.
