Full Description

The Office of Naval Research (ONR) intends to modify Task Order N00014-04-D-0568-0004 on a sole source base to extend the period of performance by six months through 5 June 2013 under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 25 January 2013 to TD&S Associates, Inc under Contract Number N00014-04-D-0568-0004. The period of performance will be from 25 January 2013 through 5 June 2013. The prospective contractor shall provide technical, programmatic and engineering support services to the ONR Ocean Battlespace Sensing Department (ONR 32MCM) in execution of the Organic Mine Countermeasures Future Naval Capabilities (OMCM FNC) program and other Mine Warfare related programs. This work scope includes research and development testing, measurement, and analysis for major experiments in oceanic areas. ONR intends to execute this action as a sole source to TD&S Associates, Inc because the services are a follow-on from a current contract award and awarding to another source would cause unacceptable delays/gaps in service during the time required to issue a new competitive contract. It is the Government's intent to compete the services and award a new contract no later than 5 June 2013. The North American Industry Classification System (NAICS) code for this requirement is 541330 with the size standard of $27 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
