Engility Corporation/L-3 Service Inc. was awarded a cost-plus-fixed-fee bridge contract for engineering and technical support services to benefit the Naval Air Systems Command, specifically supporting the Avionics Department, Systems Integration Branch, and Code 4.5.1 of NAWCAD in Patuxent River, Maryland. The contract focuses on the requirement specification, design, implementation, testing, management, and maintenance of project software and laboratory information systems. The period of performance spans 12 months, from December 1, 2012, to November 30, 2013, with a value estimated between 9.7 million and 11.6 million dollars. The agreement was procured on a sole source basis under FAR 6.302-1 to prevent interruptions to Navy Programs and Fleet Operations while a competitive follow-on task order is pursued via Seaport-e. A cost-plus-fixed-fee structure was utilized due to performance uncertainties that precluded a fixed-price arrangement. Approximately 95 percent of the work is conducted at NAVAIR in Patuxent River, Maryland, with the remaining 5 percent performed at the contractor site in Lexington Park, Maryland.

REQUEST FOR INFORMATION (RFI) FOR GROUP 1 AND GROUP 2 UNMANNED AIRCRAFT SYSTEM (UAS) TRAINING, MISSION PLANNING, MISSION REHEARSAL, SIMULATION, AND QUALIFICATION MANAGEMENT SYSTEMS
Solicitation # N00019-26-DRPM-RAS-AIRPMO-0294
The Naval Air Systems Command is conducting market research through a Request for Information to identify commercially available or emerging systems for Group 1 and Group 2 Unmanned Aircraft System training, mission planning, mission rehearsal, simulation, and qualification management. The goal is to enhance operator proficiency and reduce operational risks by utilizing simulation-based training for realistic threat environments and emergency procedures. This effort is strictly for informational and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. Interested parties are invited to submit unclassified white papers detailing their technical capabilities, system architecture, cybersecurity measures, and NDAA compliance. The government is specifically interested in scalability, as future demand could involve thousands of units or licenses. Submissions should include company profiles, rough-order-of-magnitude pricing, and a description of how the solution handles contested environments and system interoperability. Responses must be submitted via email by December 22, 2026.
