The Naval Air Systems Command (NAVAIR), Patuxent River, MD awarded a contract modification, on a sole source basis, to Delivery Order 0057 under Basic Ordering Agreement (BOA) Number N00019-12-G-0008 with Insitu Inc. of 118 East Columbia River Way, Bingen, WA. This contract modification procures Technical Representative Maintenance Support for various operational Naval Special Warfare (NSW) detachments and ship's company personnel for troubleshooting, component repairs, and modifications beyond the capability of O-Level maintainers. Additionally, Technical Representative Support in preparation for execution of Government ground and flight test events is also being procured under this contract action. This acquisition was pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Insitu is the sole designer, developer Original Equipment Manufacturer and integrator of the RQ-21A Blackjack UAS and as such, is the only known source available with the requisite technical knowledge, experience and tooling to perform the efforts described herein, in order to satisfy the government's requirement.
