This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), Northwest Fisheries Science Center (NWFSC), Newport facility in Newport, OR, on a sole source basis with Robertson's LLC located at 2251 E Lanark St., Meridian, ID 83642. The government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide one Technical Systems Air-Cooled Water Chiller. Robertson's LLC was identified by program office as the only source that can meet the technical requirement of this procurement because the new chiller must be compatible with the existing chillers in NWFSC's inventory to ensure proper system operation and prevent loss of scientific data. No other known vendor can provide the chiller as Robertson's LLC is the sole distributor in the region used by manufacturer RAE Corporation. The government intends to negotiate a firm-fixed price contract with a delivery date of September 30, 2014. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation, such as the specifications of your product, in writing to the identified point of contact prior to the response date of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
