The Strategic Systems Programs (SSP) intends to solicit and negotiate a contract on a sole-source basis to Systems Planning and Analysis, Inc., located at 2001 N Beauregard Street, Suite 100, Alexandria, VA 22311, for (1) U.S. COLUMBIA (CLB) Class Submarine joint United States (U.S.)/United Kingdom (UK) Common Missile Compartment (CMC) Program, (2) D5 Life Extension 2 (D5LE2) Program, (3) SSP Facilities Management, Activation and Assessment, and (4) Missile Systems. The anticipated contract will contain a base year effort for FY 2024 and include a total of four (4) option year periods for FYs 2025 through FY 2028. The anticipated contract will contain Level-of-Effort (LOE) Line Items on a Cost-Plus-Fixed-Fee (CPFF) basis. Each LOE line item is estimated to cover a twelve (12) month period of performance and will include option provisions to increase the LOE up to thirty percent (30%), in accordance with SSP terms and conditions. The anticipated award date is 1 October 2023 Systems Planning and Analysis, Inc. (SPA) is the only source capable of fully meeting the Government's requirements to provide technical and program management support services for the (1) U.S. COLUMBIA and joint US/UK CMC Program, (2) D5LE2 Program, (3) SSP Facilities Management, Activation and Assessment Support, and (4) Missile Systems Support. SPA is the incumbent contractor presently providing these critical services. SPA possesses a distinct combination of directly relevant experience, detailed technical and operational understanding and knowledge of the important processes and programmatic issues needed to perform these tasks. SPA has been directly involved with the TRIDENT II (D5) SLBM SWS program definition, design, production, and sustainment since SPA's inception over 40 years ago. Consequently, SSP intends to solicit and negotiate a contract on a sole source basis per the authority of 10 U.S.C. 2304(c) (FAR Subsection 6.302-1(iii) -- - For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in-- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements." (See 10 U.S.C. 2304(d)(1)(B).) This notice is posted in accordance with FAR Subsection 5.201. This NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1(iii). Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
