Technical Study and Design of Security Systems Upgrades at Wastewater Treatment Plant, Storm Drain Pump Stations(SDPS), Sanitary Sewage Lift Stations(SWLS)

The City of Tracy is seeking a qualified consultant to conduct a comprehensive technical study and design for security system upgrades across its critical infrastructure, including the Wastewater Treatment Plant, Storm Drain Pump Stations, and Sanitary Sewage Lift Stations. The scope encompasses a full risk assessment of existing physical barriers, CCTV systems, and cybersecurity controls, aligned with Department of Homeland Security, State, Federal, and EPA guidelines. The consultant must coordinate closely with the City’s Police and IT departments to develop integrated security solutions, produce detailed Plans, Specifications, and Estimates (PS&E), and prepare an emergency response plan. Deliverables include a Draft and Final Technical Study Report, a Cybersecurity Master Plan, security equipment layouts, 60% and 100% design packages, as-built drawings in PDF and AutoCAD, a Risk Assessment and Risk Register, and support during bid evaluation and installation. All work must adhere to CPTED principles, California Prevailing Wage Laws, and City IT network standards, with a mandatory Quality Control/Quality Assurance program and monthly risk review meetings. The consultant must demonstrate proven experience in municipal utility security projects, including specific expertise in Verkada video surveillance and access control systems. Key personnel requirements include a Certified Security Professional (CSP), a Certified Information Systems Security Professional (CISSP), a CPTED-certified specialist, and a California-registered Professional Engineer with control systems expertise. The proposal must be submitted in hard copy and on a flash drive, not exceeding 60 single pages, and must include resumes, insurance certificates, and a completed Professional Services Agreement. Proposals are evaluated equally across five factors: understanding of the work, project approach, familiarity with the City’s Capital Improvement Program, staff qualifications, and responsiveness to requirements, with award based on best value through a trade-off process, not lowest price.
