Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Aviation Research BAA 2025, solicitation number 692M15-25-R-00004, is a long-term initiative sponsored by the Federal Aviation Administration (FAA) to support basic and applied research at the William J. Hughes Technical Center for Advanced Aerospace. Valid from December 5, 2024, through December 4, 2034, this Broad Agency Announcement seeks to advance the state-of-the-art in aerospace safety and efficiency across five primary program branches: Airport Technology R&D, Software and Systems, Structures and Propulsion, Separation Standards Analysis, and Fire Safety. The FAA encourages submissions from a diverse range of offerors, including academia, industry, and small businesses, to address evolving air transportation challenges. The solicitation utilizes a phased submission process where interested parties first submit brief white papers for specific Topics of Interest. If a white paper is deemed meritorious, the FAA may request a formal proposal consisting of a technical volume and a price/cost volume. Awards are made bilaterally based on a favorable feasibility assessment, with cost analyzed for reasonableness and realism rather than being a rated factor. While funding varies by project, rough order of magnitude estimates range from $100,000 to $1.2 million per award, with many projects anticipated to be funded annually for a period of 12 to 36 months. All offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award.

BEYOND Phase 2
Solicitation # 697DCK-26-R-00423
Screening Information Request 697DCK-26-R-00423 is a competitive selection process for the Federal Aviation Administration's BEYOND Phase 2 program, managed by the Unmanned Aircraft Systems and Advanced Air Mobility Integration Office. This initiative seeks to award up to eight Other Transaction Agreements (OTAs) to State, Local, Tribal, or Territorial governments to advance Unmanned Aircraft Systems integration, specifically focusing on operations that are bigger, higher, and farther. The program is organized around four programmatic focus areas: infrastructure, scalability, safety, and automation, while addressing operational challenges such as public safety, controlled airspace, remote and rural areas, on-airport operations, and cross-border activities. This selection process is not a standard procurement and does not provide FAA funding, as each party is responsible for its own costs. The period of performance for awarded OTAs begins on the date of award and terminates on September 30, 2028. To be eligible, offerors must maintain an active registration in the System for Award Management (SAM). Proposals are evaluated based on applicant eligibility and a confidence rating of the Technical Submission Package, which assesses the specificity of goals, alignment with FAA priorities, and the use of SMART methodology. Following several amendments, the final proposal submission deadline is October 23, 2026, at 3:00 pm ET.

NSF Ecosystem for Low-dimensional Electronics: Growth, Assembly, Nanoelectronics, and Translation (NSF ELEGANT)
Solicitation # NSF-OTASO-FY26-ELEGANT
The National Science Foundation's ELEGANT program is a translational initiative designed to move low-dimensional semiconductor technologies, such as 2D materials and 1D nanotubes, from laboratory settings into industrially viable platforms. The program aims to enhance U.S. leadership in advanced microelectronics to support artificial intelligence, high-performance computing, and national security. This effort is structured as an Other Transaction Agreement (OTA), meaning it is not a traditional FAR procurement contract. The program seeks an Ecosystem Coordinator and Expert Performer Teams to execute five specific translation themes: Manufacturable Materials Platform, Process Technology and Process Design Kit, Device, Circuit and Full-Chip Demonstration, Manufacturing Readiness and Transition, and AI-Enabled Acceleration. The total anticipated funding for the six-year period of performance is up to 150 million dollars, with specific allocations ranging from 6 million to 43 million dollars across the various themes and the coordinator role. Performance is outcome-based and measured by industry-adoptable Translational Endpoints, utilizing a phase-based Go/No-Go milestone system to validate technical quality and manufacturing readiness. Key requirements include the use of domestic fabrication and testing infrastructure, with the majority of work performed in the United States. Proposals are due by December 18, 2026, and will be evaluated on a highest merit basis, focusing on translational credibility, technical experience, and the realism of execution plans.

A. INTRODUCTION This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to gain information leading to Government/Industry partnering to accelerate the development of technologies that will enable the Warfighter to be more effective, efficient and lethal. The Technical Support and Operational Analysis (TSOA) invites industry, academia, individuals, and laboratories to submit technology white papers addressing innovative technologies and capabilities that can be used in challenging environments: Physical (Terrain -Natural & Urban) Electronic (Frequency Congestion & Overload) Contested (Electronic Interference, Cyber Attacks, & CBRNE) Low Visibility (Tactical Effects without the Overt Tactical Signature) The TSOA project supports the Office of the Secretary of Defense (OSD) Rapid Reaction Technology office (RRTO) to improve Warfighter maneuver, survivability and lethality. The TSOA team identifies potential vulnerabilities in emerging technologies including performance degradation in contested environments, interoperability, adaptability and training/ease of use through live experiment venues. After reviewing the technology submissions, the Government may invite select candidates to participate in a TSOA field experiment/assessment venue in which we evaluate the capability as applied to the Warfighter, its technical limitations and vulnerabilities through an enemy perspective. These assessments will be held at various venues to include, but not limited to, Camp Dawson, WV, Marine Corps Base Camp Pendleton, CA, Marine Corps Base Quantico, VA, Camp Roberts, CA, Camp Shelby, MS, Ft. Hood, TX, Fort AP Hill, VA, Joint Base Lewis-McCord, WA, Camp Atterbury, IN, Stennis, MS and Port Canaveral, FL through 31 December 2019. These assessments will provide the submitter an opportunity to interact with the Warfighter, the DoD Science and Technology community, academia, Combatant Commands (COCOMS), Theater Special Operations Commands (TSOCs) and other federal agencies for the purpose of assessing potential impact of emerging technology solutions on missions and capabilities. Technology White papers shall be submitted electronically to email address: usarmy.belvoir.rdecom-cerdec.mbx.nvesd-art-tsoa-submissions@mail.mil The subject line of the email must indicate TSOA, followed by the submitting organization's name. This RFI is effective through 31 December 2019. Papers may be submitted at any time during the effective periods, but specific event cut-off dates are listed below, and an indication of which event the submission is for is needed. B. OBJECTIVE (1) Background: The TSOA conducts Field Experiments/Assessments funded by RRTO to support the vulnerability identification and system limitation in contested environments for emerging capabilities in an operationally relevant venue. These assessments are conducted with representatives from Government Research and Development (R&D) organizations, academia, and industry. TSOA events provide an opportunity for technology developers to interact with operational personnel and determine how their efforts might support military capability gaps and high priority mission deficiencies. The environment facilitates a collaborative working relationship between academia, Government, and industry and supports identification, assessment, and dissemination of emerging and mature technology information and the acceleration of delivering capabilities to the Warfighters and those they support. The assessment results are reported back to the program director. (2) Assessment Focus and Submission Timeline: TSOA assessments will be conducted: December 2018, February/March 2019, and June 2019.
