This is not a Request for Quotes (RFQ) but rather a Request for Information (RFI) to determine capability of potential sources and is for information and planning purposes only. The National Aeronautics and Space Administration (NASA) Information Technology Procurement Office (ITPO) NASA is seeking capabilities from all categories of Small Businesses and HBCU/MSIs for the purpose of determining the appropriate level of competition and/or Small Business and HBCU/MSI subcontracting goals for this requirement. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service-Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. The mission of the National Aeronautics Space Administration (NASA) Independent Verification and Validation (IV&V) Program is to provide our customers with assurance that their safety and mission-critical software will operate reliably, safely, and securely, and to advance the systems and software engineering disciplines. The IV&V Program strives to reduce the inherent risk in the Agency's ability to procure, develop, deploy, and operate software within desired cost, schedule, and performance goals. To achieve its mission the Program has identified Strategic Goals which are: Maintain and develop effective and efficient system and software assurance related services provided to NASA, and other government agencies and organizations globally, that field safety and mission critical systems Create and institutionalize innovative technologies and capabilities required for providing evidence that safety and mission critical systems and software will operate reliably and safely Advance the systems and software engineering discipline for the benefit of the Nation and Federal government Ensure IV&V program capabilities and services are state-of-the-practice and represent standards of excellence for enabling NASA and IV&V program activities Share NASA and the IV&V program with the public, educators, and students to provide opportunities to participate in our mission, foster innovation and contribute to a strong national and state economy The overarching intent of IV&V is to provide technical IT services and support to facilitate IV&V Mission Objectives. The requirements below further define how the successful offeror would provide technical expertise to the Government. NASA IV&V Program Organization The IV&V Program is comprised of six offices: Office of the Director (OOD), Strategic Communications Office (SCO), IV&V Office (IVVO), Safety and Mission Assurance (SMA) Support Office (SSO), Program Support Office (PSO), and Technology Advancement and Services Office (TASO). The IV&V Program provides products and services associated which will provide cross cutting support across all IV&V Program. This will include support for both the office environment and laboratory environments. This will include support for classified national security information (CNSI) systems, infrastructure, and facilities up to TS/SCI. Meanwhile, IV&V is composed of a diverse workforce, and the Program acquires talent from across the continental United States. While much of the workforce resides in the north-central West Virginia area, many are located at NASA centers across the nation. Additionally, nearly all workers are enabled for telework for at least a portion of the work week. IV&V allows for products and services to be provided/performed for/from other NASA Centers, remote work locations, other Government Agencies locations and/or New Business efforts supported by the IV&V Program. Statement of Work Structure Within this framework, the Contractor's responsibility is to provide secure IT services to meet the requirements as defined by the government in this SOW. The SOW consists of the following sections: Contract Management: These services include program management, financial management, logistics, contract phase-in/transition management, procurement, physical security management, safety, health & environmental management, facilities management, quality assurance and management, program integration, other interface points, and contract and subcontract administration. Innovation Services: These services include continuous improvement for ongoing effort to enhance the efficiency and effectiveness of the provided services. Innovation services also include migration of legacy implementations to Agency provided offerings when those offerings meet mission requirements as well as customized implementation(s) where needed. Service Management: Services and operations align with an industry standard service management framework (specific framework to be proposed) to foster transparent, structured, measurable, repeatable, and improving architecture and practices that enable mission objectives and add value to the overall organization. Mission Services: Mission services include mission specific network services, voice services, data/compute services, collaboration services, and cable plant services. These mission services include the operation and maintenance of mission data centers and analyzing data center performance against IV&V procedures, NASA policy, and Office of Management and Budget (OMB) directed performance metrics, as well as the facilitation of broad adoption of commercial cloud computing within IV&V through the Computing Services Program's Enterprise Managed Cloud Computing (EMCC) capability. Delivery of mission services will be a combination of: Coordination and brokering of services provided through NASA enterprise and institutional offerings. Design and implementation, when necessary, of localized solutions where enterprise and institutional offerings do not meet mission needs. Data center management: Data Center IT Services - Facility and capacity planning/management, asset management. Data Center Co-Location Services Co-Location of customer computing infrastructure, including data center network access.
