The Department of Defense, through the Program Executive Officer Land Systems at the Marine Corps in Quantico, Virginia, intends to award a sole source, firm-fixed-price contract to BAE Systems Platform and Services for the production and support of 36 AAV7A1 RAM/RS amphibious assault vehicles. This contract, estimated for award in early Fiscal Year 2018 with performance extending through December 2021, includes not only the vehicles but also associated weapons, collateral materials, special tools, testing equipment, intercommunication systems, an initial two-year spares package, special mission kits, training for maintainers and operators, and up to three years of in-country Field Service Representative support. The procurement is linked to Foreign Military Sales under case number TW-P-SEQ for the Taipei Economic Cultural Representative Office (TECRO), with BAE Systems already acting as the incumbent contractor for similar vehicles under prior contracts, which supports the decision for sole source negotiations to avoid delays. This acquisition is conducted under statutory authority allowing for non-competitive procurement when only one responsible source exists, as competition would cause unacceptable delays in meeting urgent requirements. Interested parties may request the solicitation directly from the government contact, yet the government retains discretion to proceed without competition based on responses received. The contract falls under the NAICS code for military armored vehicle manufacturing, and no financial commitment has been made at this stage. All proposals and inquiries must be directed through the designated government contacts, with no phone calls accepted, and all submission materials become government property without reimbursement for incurred costs.
