The contract seeks capable sources to provide, deliver, install, test, and demonstrate a new Telemetry Integrated Processing System (TIPS) specifically designed for Minuteman III operations at Vandenberg Air Force Base, California. This system processes and displays telemetry data collected during missile launches, transmitted from telemetry receiving sites to the TIPS via microwave links. The new system will be installed in building 6601 and must interface with the existing Telemetry Analog Equipment Room. The government will continue to provide the receiving and recording of raw telemetry data, while the contractor handles the integration and operation of the new processing system. This announcement replaces a previous solicitation, removing the earlier technical requirements document and associated questionnaire items, with the government no longer requesting feedback on those elements. Additional time has been granted for responses, allowing interested parties to submit new or revised responses by the updated deadline. The solicitation is identified as FA8204-13-R-TIPS, categorized under NAICS code 334290, and the primary point of contact is the contract negotiator Peggy Lynn Japngie Lizotte at Hill AFB, Utah. The performance location is Vandenberg Air Force Base, California.

Full Description

This announcement is to replace the announcement FA8204-12-R-TIPS. The AFNWC/PKA, Hill AFB, Utah, is seeking potential responsible capable sources to provide, deliver, install, test, and demonstrate a new Telemetry Integrated Processing System (TIPS). This TIPS system is unique to Minuteman III (MMIII) operations out of Vandenberg Air Force Base (VAFB). The TIPS is used to process and display telemetry data for Range users and Range Safety. Telemetered data from missile launches is collected at the 30th SW telemetry receiving sites and retransmitted via microwave links to the TIPS. Receiving and recording of raw data will continue to be provided by the Range. The new TIPS will need to be installed at VAFB in building 6601 and will need to interface with the existing Telemetry Analog Equipment Room (TAER). Please see attached Sources Sought Synopsis for complete details of this announcement. Previously, a technical requirements document was attached to this announcement. However, that attachment has been removed. The government no longer requests feedback on that technical requirements document. In addition, questions on the questionnaire (in the attached Sources Sourght Synopsis) that needed the technical requirements document to be answered were removed. Answers to those questions are no longer needed. Additional time has been granted to respond to this announcement due to this change. If you have already submitted a response, and would like to change it, have the changed response submitted by the new response date. If you have submitted a response and would not like to change it, please notify the primary point of contact listed in this notice to verify that no change will be made to your response. If you have not responded to the notice, but would still like to, submit your response by the new response date.
