Description of Requirement


This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


The Department of War (DoW) intends to negotiate on a sole source basis with Quasonix, Inc. for the procurement of Quasonix airborne transmitters and fans.

Justification


The DFTI telemetry subsystem is strictly configuration-controlled under engineering drawing 2GWE04061-0001. The Quasonix QSX-VQR6-1110-10-64-24AL-AC-C7-CF-DP-HR-LD6-STC transmitter and QSX-AC-34-HS-28V-SP heat sink are the only commercial off-the-shelf (COTS) components that satisfy the mandatory form, fit, and function requirements of this drawing. Use of any other transmitter is technically unfeasible as it would require a complete mechanical redesign of the mounting chassis, rewiring of the aircraft-level wiring harnesses, and a complete re-evaluation of the system's flight safety and airworthiness certifications


Scope of Work


Provide 15 each of Quasonix QSX-VQR6-1110-10-64-24AL-AC-C7-CF-DP-HR-LD6-STC airborne transmitters and 15 each of Associated QSX-AC-34-HS-28V-SP fans.


Market Research


The transmitter specifications is dictated by engineering drawing 2GWE04061-0001. The system design agency is made by Lockheed Martin and the System Program Office and it was determined that only the specified Quasonix transmitter and matching fan-cooled heat sink satisfy the extremely tight physical tolerances, electrical pinouts, thermal dissipation requirements, and dual-channel Space-Time Coding (STC) protocols necessary for safe flight operations.
