The MCIEAST Cherry Point Satellite Contracting Office at MCAS Cherry Point, North Carolina, plans to procure telecommunications services for the Telecommunications and Information Systems Directorate (TISD) under a firm-fixed price contract. The contract covers a twelve-month base period with four optional twelve-month extensions, intended exclusively for Service-Disabled Veteran-Owned Small Business concerns under NAICS code 517111. The acquisition aims to replace outdated copper-based PRI lines with modern fiber-optic SIP trunking solutions to support seamless integrated voice services at Building 4397 on base. Key technical aspects include supporting 368 concurrent calls, interoperability with legacy switching equipment through 16 PRI lines, and strict performance requirements such as 99.99% annual uptime and restoration within four hours of outages. Contract award will follow simplified acquisition procedures, with responses due by mid-June 2026 and questions to be submitted by early June. Prospective contractors must be registered in SAM.gov, possess a CAGE code, and be capable of invoicing through Wide Area Workflow. The service delivery will focus on ensuring secure, reliable, and high-capacity telephony infrastructure compliant with MCAS Cherry Point security protocols. The government will provide physical workspace and access to legacy systems, while the contractor will supply all personnel, equipment, and supervision necessary to install, configure, and maintain the SIP trunking and PRI interface. Though no specific FAR clauses, financial data, or detailed evaluation criteria are provided in this market research phase, stringent quality assurance metrics exist in the form of Acceptable Quality Levels and a Quality Assurance Surveillance Plan. Negative performance outcomes may lead to increased government oversight, contract price reductions, and non-exercise of option years. Submission requirements include a concise capability statement and firm information, emphasizing the government's intent to consider all responsive, responsible small business offers for award following market research outcomes.
