Full Description
The purpose of this contract is to obtain grounds maintenance services for real property owned or managed by the U.S. Government at Tallinn, Estonia. The Contractor shall perform gardening and yard maintenance services in all designated spaces. The contractor shall provide all necessary labor, transportation, and equipment (unless otherwise specified) to maintain the designated grounds in a neat, clean, and safe condition across all seasons.
To ensure continuous and reliable property maintenance, the operational seasons and their respective service dates are strictly defined as follows:
Winter (Snow Clearing) - November 15 - April 14, Snow clearing, ice control, gravel application.
Spring Transition - April 15 - April 30, Winter gravel collection (one-time), initial debris clearing.
Summer (Lawn Mowing) - April 15 - October 31, Grass cutting, pinecone/needle removal, branch disposal.
Autumn/Fall Transition - October 1 - November 14, Heavy pine needle/cone clearing, pre-winter property prep.
SUMMER/GROWING SEASON MAINTENANCE (APRIL 15 – OCTOBER 31)
During the active growing season, services are required once every two weeks.
The contractor is responsible for:
- Lawn Maintenance: Mow all grass areas to a maintained height of 1.5 cm to 4 cm.
- Pinecone & Needle Removal: Collect, remove, and properly dispose of all fallen pinecones and pine needles from the grounds.
- Debris & Branch Removal: Collect, remove, and properly dispose of all fallen tree branches and related natural debris.
- Disposal: All collected organic waste must be completely removed from the property and disposed of in accordance with local Estonian environmental and waste management regulations.
AUTUMN/FALL TRANSITION (OCTOBER 1 – NOVEMBER 14)
During the fall transition period, the contractor shall do leaves cleaning and pinecone and pine needles cleaning and removal from the property.
The Contractor shall also prepare the property grounds for winter.
WINTER SNOW CLEARING & MAINTENANCE SERVICES (NOVEMBER 15 – APRIL 14)
During the winter period, services are required once a week, contingent upon active snowfall and accumulation.
Area 1: Access Road: Clear a 2-meter-wide path along the entire 90-meter length of the closed street vehicle road.
- Area 2: Backyard Walkway: Clear the 81.5-meter-long walkway connecting the front house to the guest house to its full 1-meter width.
- Area 3: Parking Lot / Entrance Pavement: Completely clear the 81.6 m² front house parking and entrance pavement of snow.
- Ice Control / Gravel Application: Apply a generous amount of gravel (grit/sand) to Area 2 (Walkway) and Area 3 (Parking Lot / Entrance) to ensure safe, slip-free pedestrian and vehicle traffic.
- Snow Pile Removal: Monitor accumulated snow piles adjacent to the three cleared areas. When snow piles exceed 1.2 meters in height, the contractor must physically remove the snow from the property. This is a once (1) per winter service. The additional sow removal services will be ordered separately and are not included in this statement of work.
SPRING TRANSITION AND GRAVEL COLLECTION (APRIL 15 – APRIL 30) ONE-TIME SPRING CLEANUP
The contractor shall perform a one-time comprehensive sweep, collection, and off-site disposal of all winter gravel/grit applied to the walkways, roads, and parking lots during the winter months.
